Stucco is built in layers, and the layers are the whole point. Over the sheathing goes a weather-resistant barrier, then lath fastened through it, then the coats themselves. Traditional three-coat work builds a scratch coat, a brown coat, and a finish coat, each with its own job and its own cure time, which is what gives that assembly its thickness and its behavior over time. One-coat systems build up less material in fewer passes over rigid insulation. They are different products with different install requirements, not simply a faster version of the same wall.
A re-stucco is a chance to correct what the original assembly got wrong, and that is the honest way to think about it. When someone recoats an existing wall, everything behind the old stucco stays exactly as it was: the same barrier, the same lath, the same flashing at the same openings. If the wall was leaking at a window head before the recoat, it is leaking at that window head after it, now hidden under a fresh finish. Deciding between a recoat and a tear-off is really deciding how much of the assembly needs to change.
