Bountiful sits up against the bench in Davis County, and homes built into sloping ground carry a set of stucco problems that flatter lots rarely produce. Ground that falls toward a house, a lot that steps down so one elevation sits lower than the rest, planting beds built up against the foundation, and irrigation running along the base of a wall all put water exactly where a stucco assembly is least able to deal with it. On a hillside home the base of the wall is often the hardest working part of the house, and it is usually the part nobody inspects.
This is where the most misunderstood fact about stucco matters. Stucco is not waterproof and was never intended to be. It absorbs some water, sheds most of it, and relies on the weather-resistant barrier behind it plus a drainage path to move whatever gets through back out at the bottom of the wall. That means the base of the assembly is a working exit, not just an edge. Anything that blocks the exit changes the wall from something that drains into something that holds, and a wall that holds water in Utah's freeze-thaw climate starts breaking itself apart from the inside.
The weep screed is the metal trim that terminates stucco at the bottom of the wall. It is perforated so water inside the assembly can drain out and so the wall can dry. It only works with air and daylight beneath it, which is why it is supposed to stay clear of soil. On a Bountiful home it gets buried in predictable ways: a bed reworked with fresh soil, mulch topped up year after year until the level creeps, a patio or walkway poured later at a height nobody measured against the wall, or a slope regraded during landscaping.
Once it is buried, the assembly stops draining and starts wicking. Moisture from the soil moves up into the stucco and stays there, and the barrier behind it has no way to dry out. Over enough seasons the base of the wall goes soft and crumbly, chalky mineral deposits appear where water has passed through, the stucco loses its bond and sounds hollow low on the wall, and the sheathing and framing behind it stay damp far longer than they should. The damage looks like the stucco failed. The stucco was suffocated.
A contractor who works bench homes starts low. The first question is simply where the stucco stops relative to the dirt, and whether the weep screed is visible and clear or has been swallowed. Next comes the horizontal band of discoloration that often marks how high moisture has been climbing, and whether the material in that band still rings solid or gives under pressure. Then the sources: where sprinkler heads throw, where the ground slopes over the length of the elevation, and where water sheeting off the house lands and pools instead of running away from the foundation.
Sequence decides whether the repair holds. If soil is pulled back, grade is corrected, and irrigation is aimed away from the wall before the stucco is rebuilt, the repaired section has a chance to stay dry and behave. If the wall is patched while the base is still buried and still wet, the same failure returns in the same place, and the patch usually announces itself with a color difference on top of everything else. Fixing the water first is not the contractor stalling. It is the only order that produces a repair worth paying for.
It is the perforated metal trim where stucco terminates at the bottom of the wall, and it lets water inside the assembly drain out so the wall can dry. Walk the perimeter and look at where the stucco ends. If you see soil, mulch, rock, or concrete meeting the stucco with no visible metal edge and no gap, the screed is likely buried. That is worth correcting whether or not the wall is showing damage yet.
Because that is where the water is. The base of the wall is where the assembly is supposed to drain and dry, and where soil, mulch, and irrigation put moisture in constant contact with the finish. When the drainage exit is blocked, moisture wicks upward and the material stays saturated, loses its bond, and breaks down through freeze-thaw cycling. The wall above stays sound because it gets to dry between wettings.
It is the necessary first step, not the whole fix. Clearing the base restores drainage and lets the assembly dry, which stops the damage from progressing. It does not restore stucco that has already lost its bond or repair a barrier that has been wet for years. Have a contractor sound the low section afterward to find how far the unsound material actually goes before deciding what gets rebuilt.
Damaged stucco rarely starts at the surface. A repair contractor opens the failed area, finds what wet it, corrects the barrier and flashing behind it, then rebuilds the coats and works out how the new finish will meet the old.
